debacle 2000, 5ti11 belfeve that Anerica’ls a demo-
cracy, 1 have a bridge named Brooklyn that 1'd 11ke

the one elected to the most powerful political posi-
tion In the world—president of the United States—
something fs terribly wrong in the *land of the
free.* And once agatn, we have that hallowed of all
documents— the United States Constitution—to thank
for the wi11 of the people once agatn being dented.

Most people fn the U.S. have probably heard of the
electoral college at some point in thefr Tives but
never gave 1t such thought unt1] now. Suddenly all
the good folks of the U.S. are rusning around shocked
that such a systen exists which can award the presi-
dency to the Toser of the popular vote, However, Art-
fcle 11, Sectfon 1, Paragraph 2 of the U.S. Constitu-
tion states fn pertinent part:

Each State shall appoint, in such Mamner as
the Legislature thereof may direct 2 Number
